That&#39;s a good suggestion, though it wouldn&#39;t be that simple.

Wards are based on population. Therefore Ward 2 is about 1/4 the size of Ward 5 with fewer roads. But the idea is right. Take the political designation of
Ward&#39;s out and divide the total road mileage by 5 and then go to work each day.

operate during the winter and there isn&#39;t much demand for the product between December and mid-April.  Watertown is probably the only one operating in the
