Someone reporting on this story blames the fact that there's limited space for horses and shipping them off island is costly. I'm not so sure I buy that too much. There really ought to be better oversight and enforcement of laws that apply. I suspect you're correct, Brain, that looking the other way may be profitable. It stinks. Am wondering what agencies actually have jurisdiction and responsibility for this kind of thing there.
