This is the quote from the Times article-- "The East Gloucester addition would be built conventionally. Enclosing the space between the schools two wings was chosen as a cheaper alternative to a 14th modular classroom."

It does not hurt to appoint one earlier and John Bell could have done so, but there was not much of a delay. I think the real mistake was Mayor Bell and the previous school committee not considering an architect right at the start, but I have to admit I was one of those who thought an architect an unnecessary expense for just adding modular classrooms. Personally I am not entirely convinced that this is not a tempest in a teapot anyway. Damon

With a new one in place and the rest to be installed at the other schools,if they consider the conventional as the 14th they would have 15! Here's a look at the new(right) and old mod classrooms @ EG:
