It's the fact that Fishman is committed to maintaining Gloucester as "the same old dump that it is..." that's truly disappointing. Too many people with a "the city's screwed anyway, so we might as well screw it too" attitude, as reflected by Fishman, Lake, and Apocalypse. Hey, the teachers get the summer off, and councilors get health insurance, so why shouldn't we add another $4 million to the CSO project? Quin or Quinn, who cares. It's simply another give away to those who don't necessarily deserve what they have in the first place. Congratulations on the degree and the graft. You obviously feel you've earned it... |

Not to split hairs with you Insider, but since the residents/taxpayers pay for all the public projects, I'm not sure it ultimately matters whether we save
the money on our rates or use the savings in the general fund for other projects --
Yes, CSO and water and sewer savings would reflect savings in water/sewer bills -- not such a bad thing. I wouldn't mind those rates dipping a bit. On the road projects like the recently completed one on Allen Street that are paid for by Chapter 90 funds, instead of spending everything on one project because of inflated costs, we could continue to bank the savings and pave and fix more roads -- not such a bad thing. And finally, although we apparently will continue the sewer-project-killing betterment subsidy there won't likely be many future public sewering projects, don't forget or ignore that the 25% share the city is obligated to pay contains part of those road detail costs and that money comes directly out of the General Fund debt service -- So if you consider all the public sewer projects over the last couple of decades and figure their costs, figure the costs of the details on those projects and figure that the general fund carries a portion of those costs until the projects are paid, I think you'll see that it does in fact directly impact our taxpayers, residents and the ability to provide other services. Unfortunately, Tyu, you forget that the savings recognized from closing Fuller had to do with the nearly 2 dozen teachers and staff positions that were
eliminated throughout the district as well as the ongoing energy and maintenance savings that altogether totaled somewhere around a $1m give or take -- but to
answer your question, I don't think anyone likes the plan of shutting a school and cramming the kids into the other schools -- the Plan for Effective
Learning Communities may have excellent goals in mind, but no one argues that that this was the best way to implement it. This implementation was driven purely
by economics and the need to further reduce our already depleted school staff - of which we've lost (I've lost count, but I think it's close to
70-80 positions in the past 5 years?). The only reason that the Fuller continued to be open this year as the "Fuller fifth" was because of some very
hard choices and hard work by the Council last year to cobble together enough funds to keep it open so that the entire elementary system wasn't completely
crippled with over-crowding. As bad as it was with the influx of the k-4th graders into the other schools, imagine if we had added the burden of the 5th
graders to that mix without the facilities to deal with them.
We have to put the kids somewhere -- and in a perfect world, or in a world where education and how it's delivered really mattered -- instead of simply shuttering a school and jamming the kids into the other facilities, we'd be looking at building a new school out in West Gloucester/Magnolia area and fixing and renovating the other schools to bring them up to 21st century standards. But this community isn't in a position to do that right now and the state school building funding isn't coming our way in the near future so we do what has been done all too often in the past -- we come up with a band-aid fix and hope for better days. In a word, it stinks -- If you have a better plan and the means to make it happen, show up at the next School Committee meeting and present it under oral communications -- I don't think any of us are averse to hearing new ideas -- it's just that not all those ideas are grounded in reality. But hey, give it a shot -- JG |

These details are costing us big money especially in Gloucester and taking away from other city services. Theer is no contractual agreement that the city must use details. I would like to see someone exercise some balls and for the good of the taxpayer eliminate some of these BS details i.e. "guy staring in hole while traffic passes smoothly with the use of cones and signs". |

Warehousing kids (i.e. putting ALL of them into Fuller) is not the answer, and if people paid attention to what is going on they'd realize that the current
plan is the best of a bad lot of available choices.

I am going to try and add my comments without getting emotional. So the idea is to take the detail work away from the Poloce and give it to possibly retired
men or women or whatever. My biggest concern for the Policemen of today and those who have been there or years, is . How do they keep up with todays family
expenses. Colledge Education for their children, or is the thinking , because they are public servants , their children should not be givin the chance to
better themselves. What about their home morgages which today hardly anybody can meet.
So how about somebody come forward on just what the Police will be loosing by the elimination of this mostly private funded details are. How are the young men and women of today going to feel about going into the protective services of the public. If anything , I would say it would be fairer to use flag people on city paid projects , and the Police on private projects. I for one am greatful for all public employees , police , fire and others. If it were not for them my wife and I would not be alive today, and let me not forget the Firemen , who carried mt dauhter down the ladder , while her bedroom was fully engulfed with flames. I also will not forget the Essex Police who saved our lives in 1988, or the Rockport Police who rescued us on nugents stretch in 1976, and the late Charlie Bona who rushed my wife to Salem Hospital, by the way these so called donut and coffee drinkers , risked their lives as they helped me pull my wife of the hood with the power box dangled above their heads. I again publicly thank the coragous public sevants , now and of the past , and mostly for those who I hope will choose to continue to serve and protect. Peter " Huck Finn " Todd

I don't think there are many who would have a problem with Police doing details as a second job (like many other people do to make more
money - public AND private sector workers)...but on a more level playing field, i.e. without the insane minimum hours requirements and the very high $ rates.
It is really not 'overtime' - it is hardly considered 'police work', for the most part.
We all are or should be grateful for the public employees who do their jobs well, but I am sure the vast majority of citizens would appreciate the belt-tightening to be shared equally...especially those of us who don't get to retire after 20 years and have our benefits covered for ever. |

hatred for law enforcement come from? What exactly is his mission? There are good and bad in every level of society, every city department, and abuses in every
