If that is happening, that is exactly what I mean by charging to the account that has money even if working on something else. It requires very attentive management to keep this sort of charging under control and often it is not in the interests of management to do so. It certainly happens in the shipyards and research organizations I worked for. Come to think of it, many semesters when I was teaching subjects at MIT, most of my salary was paid by sponsors of my research projects. That was common in the engineering school and helped support other schools that did not have as much research funding.
