RE the police vehicles -- Our intrepid detective apocolypse should review the minutes of the October 16th City Council meeting (found in the October 30th CC
packet: http://www.ci.gloucester.ma.us/index.php?module=pagemaster&PAGE_user_op=view_page&PAGE_id=435&MMN_position=391:391) before making unfounded
suggestions of impropriety. As far as I've been told, the payments for the bond in question used to purchase these vehicles were not incorporated into the
Sewer/Water accounts, but rather remained on the general fund side of the ledger. JG

Charging 70% of two Highway Department employees to the Sewer Enterprise because they drive the streetsweepers and prevent sand from going into the storm drain
system are the kind of questionable charges that should be discussed.
Judging from the condition of our streets, nobody is spending 70% of their time sweeping anything. Do we even own two functioning streetsweepers? 12:40PM Correction: They are charging 30% of two Highway employees to the Sewer and not 70%--- the point remains the same...

============================================= If that is happening, that is exactly what I mean by charging to the account that has money even if working on something else. It requires very attentive management to keep this sort of charging under control and often it is not in the interests of management to do so. It certainly happens in the shipyards and research organizations I worked for. Come to think of it, many semesters when I was teaching subjects at MIT, most of my salary was paid by sponsors of my research projects. That was common in the engineering school and helped support other schools that did not have as much research funding. Damon |
