Wingbeachman you are a total loser and it shows. So if the city decides to run the concession for a year give them a shot. If you are such a great business guy
sit back and watch them fail and then come back to the table. Instead like a total loser you resort to posting on this ridiculous msg board for some ridiculous
reason. Please, think twice before making a public fool of yourself. It does nothing for your case. If this is any representation of your way of handling
issues it's clear the city may have nmade the right decision.

city makes (use that term loosely) $52K from its own budget (?) and this is a better idea??? Am I missing something here or is this bad business once again??

Sounds like "bad business" again to the average joe - but, from city's perspective, it may be considered "good business", in that the
city is handing the school department extra $ "outside" budget parameters. Politics as usual.

Obviously the beaches will be open, the concession will be open, the parking lot will be open, and the bathrooms will be open.
The difference is maybe ten percent of patrons use the concession, each car carries 3 to 4 people on average, and everyone of these ( maybe 3 - 4,000) use the bathrooms. It's an experience you have to live to believe. You might not believe it but some people are very ignorant and a few are how might I say slobs, perhaps even (disgusting) |

I always thought that a non-profit group should be running the stands. Maybe a combination of the Gloucester youth sports leagues or the Cape Ann Food Pantry
or Action or even the Animal Shelter would be better served.

Nightmare? This move by the city is totally nuts and totally political...and makes no fiscal sense. Except to give the schools a monetary
perk, as I said above.

i can't imagine anyone thinking that this can benefit the city. The city (aka us) is going to foot this bill for mr. kelleher to run a family business in which he hires his children, his wife and himself to run a cash business on the city's (our) dime. He is going to set a payscale for his family in the best interest of the city the school dept and us. I DON'T THINK SO. What i don't understand is that we lost $1,000,000 that we can't account for in the 2007 budget, but we will have no problem keeping track of the cash at the concessions. Well at least someone in our community will make plenty of money |

It was said that once Mayor Kirk got in, she would make sure the School department got theirs? I would think it is illegal to assign the concession stands to
the school department ( double dipping) and would have to go out to bid to the general public!. I think if I was an interested bidder , I would talk to a
lawyer. Usually they will do a consulation over the phone for free advice to see if you have any legal resourses.
And no way shape of form should the bathrooms be tied into the concession stands! Just as the parking attendants only tend the yards. Mayor kirk better get a better budget into play , open up the fire stations before someone else dies on her watch, and realize the city taxpayers have a voice too!! Different day, different Year, different Mayor SAME STORY!!!! |

Our family ran the private Gloucester Ice Cream Company at 89 Bass Ave, for 10 years. Don't know if the law has changed since then. Public health law
prohibited the public from going behind the counters, to use a restroom, and the law was very specific about cleanliness in all food service establishments,
and hopefully is more so now.
Which Mr. Kelleher is "horey22' referring to? Way Rd., Rte 22 in Beverly, or other? What does s/he know about the food service business, specifically public concession stands at crowded public beaches? Also who's bringing in all the busloads of kids from other towns and cities? What is the profit/loss breakdown on that practice? It must be placing an enormous strain on existing sanitary facilities at both beaches, which must require more frequent private pumping services. My reaction to the whole shebang is skeptical at best. What has, or is the City getting itself into, letting the schools run the beach concession stands? |

One of the biggest gripes in this city is the "lost revenue" from the beaches. Everyone knows the spotted history and believes nothing has changed.
This year the beaches will be equipped with entrance gates/booths that boast electricity and accountability. Ed Parks showed an increase in revenue last year
and I believe it will grow again this year. The little I know about R Kelleher is positive. He runs the food service dept very well. I think C Kirk is going to
give him an opportunity to expand the program to the beach concessions in an effort to take control of the beaches. I believe if run properly it could be a
total succes for Gloucester. Beaches owned and operated by the people of Gloucester - ownership. It's what everyone cries for until they are given it.
However, it could be a disaster. Give it a year and then start complaining. Try something new for once and support a possible positive change in this city
before sabotaging it before it even gets going.

You make a positive statement, Y, and Ed Parks IS a great bonus in the equation. Unfortunantelty for those of us who sat on the Beach Task Force, in the
'80's, we learned, in totally shockiing manner, how easy it is to cheat at the gates, and in many other ways, to the tune of tens of thousands of
dollars being lost, stolen, unaccounted for, from the Gloucester treasury. (One player did time.)
We need to get a handle on those outa town school buses, and related costs, vs. income. And we need to know how the gate fees are picked up, and depostied in city accounts, a daily task including Sundays. We're talking huge cash sums , esp during great weather. The beaches can be major income producers, but only if the money is handled right. Given Mayor Kirk's professional experience in seeing that money, cash is handled and recorded accurately, the beaches can help us taxpayers, even if the schools don't run the concession stands.

On this I agree. Ed Parks is the best thing to happen at the beaches for many many years. In not even two short years he has improved the beaches markedly,
after probably a 15 year continuous decline. There still is a long way to go but he has taken great steps already. Without Ed's influence we would have
spent this and many more summers with the broken beach rake. Employees have pushed to get it replaced, but it fell on deaf ears. The lots have been cleaned
up and graded. Again, they aren't perfect but a big improvement. What he may feel he has cured, and may have improved is the handling of a huge sum of
cash. Cash is a dangerous commodity. Accountability is the important item and very difficult to obtain. The concessions will have too many hands handling
the cash. Nobody can be everywhere and see all, especially at two different locations. When it's not your money there is a different approach, then when
it is.
I don't aim to accuse anyone, but can tell you the problem still exists in lots and will also happen in the concessions. |
