The fact that "Sleepy" got caught sleeping on the fucking job with a blanket and pillow should have excluded him from ever being in a management
position. That is the same as stealing. Of course it was a political move.

You're right thong, nobody should be paid for sleeping, you draw pay you work. There is plenty to do around town from painting to snowplowing to sweeping
the streets and sidewalks that some sleepy fireman could do. Dump Civil Service and put everyone to work. Hail to the taxpayer, give them what they pay for.

Civil service or political appt both systems have their failings. The tough part is holding someone responsible and actually managing them. Bell made some HUGE
mistakes and giving the Chief job to Beaudette is one of the top bumblefucks.

This political mafia has been running our city for decades- It just that now it seems more blatent. Theres one favor after another getting paid back at Tax Payers expense. At one time holding a Civil Service Job and being Unionized was job security -PROTECTED THE EMPLOYEES FROM POLITICAL ACTS THAT ARE HAPPENING TODAY - Today , the employer I was working for didnt even know if my former job was Civil Service. I cant even get answers if there were recall rights!!! The Unions dont seem to care anymore or Civil Service about the very people whom pay them. They are getting paid from the employees but seemingly work for the Employers. Unless your a policeman or Fireman the Union is very weak for your defense. I think that We the People have to form our Own Union- City Union where there will be no dues- but protection. There should be no blatenet promotions out of favortism - One should earn their way up the Corporate Ladder starting from the bottom up...... Tenure should count for something. City Union (Us ) should cry in outrage, call the Agency leaders for what they are everytime there is illegal act or questional behavior - Tell others , post it , call the State - let everybody know that the people they shake hands can be nothing but common thiefs!!!! |

The reason for civil service is to protect working people from losing their jobs whenever the whim strikes a politician
Politicians need to be able to fire the bosses however. |

Gabby my friend , I may be wrong but I believe that Civil Service jobs or titles are earned through certain testing procedures. I know that my former job as
City Hall custodian was Civil Service. I first was on a sixty day probation period before I could even join the Union , then I was appointed Civil Service
Custodian by Mayor Squillace after passing the Civil Service exam. What I also know nd do not understand is that the Gloucester Housing Authority seems to have
its own standards. There is no such thing as Custodian in G.H.A. The position is Janitor, but you still can be in the Union . I believe that positions within
the Housing , and the City Side hold differant standards. Such as Clerical most likely is under their own standards and not Civil Service. Mind you Gabby I
could be wrong but think about this . In 1986 I worked under the Gloucester Housing Authority as a maintenance helper. I got the job through Ceta through the
unemployment office. After working there for three weeks , Jack Sheedy called me into his office and said that he was hiring me as a Janitor . The following
years I got two retroactive pay raises . After leaving the G.H.A from having my arm ripped open by a trash compactor I went to work for the City of Gloucester.
Mind you I only left after other workers told the bosses that I was going to sue them,which I did not. To make a long story short , upon retiring from the city
I sought records from G.H.A. documenting my work history. It came back three years with Ceta, and two weeks regular . Makes you wonder doesn.t it. This is why
I am guessing that job titles and appointments differ through their own administrative actions.
