Forty American soldiers have been criminally prosecuted for abuse of detainees at Abu Ghraib prison. Only three of the 40 have been officers, and evenin these
cases the doctrine of command responsibility was not an issue. More than two years after the Abu Ghraib scandal broke, no senior commander or civilian superior
in the chain of command had faced criminal charges for systematic abuse and torture in the prison.
One of the two civilians in the chain of command, Secretary of Defense Rumsfeld (the other being Dumbya himself), once asked why detainees could only be forced to stand for four hours per day, joking that he himself often stood "for eight or ten hours a day." "Torture?" he exclaimed. "That's not torture!"

In May of 2003, just as Dumbya was setting off on a tour of Europe to mend fences, Paul Wolfowitz gave an interview to Vanity
Fair that prominently featured the quote, "The truth is that , for reasons that have a lot to do with the U.S. government bureaucracy, we settled
on the one issue that everyone could agree on, which was weapons of mass destruction as the core reason [to go to war.]"
Wolfowitz went on to explain one of the invasion's big payoffs: We could station our troop there instead of Saudi Arabia, where their presence had agitated Muslims and had been a huge recruiting device for terrorists. Of course, that wouldn't happen in Iraq. The Daily Express of London ran the headline, "Just Complete the Utter Lies." The Frankfurter Allgemeine Zeitung said: "The charge of deception is inescapable."
