However what he actually did was talk to downtown merchants about getting in on the ground floor by moving their businesses from Main St. to his mall. That would be good for him because presumably their customers would follow them and his mall would be off to a flying start. Low rents were offered for the first few years. It makes sense, and I bet we see it again.
