The Mayor is the appointing authority and has the final say on all hiring, firings and disciplinary actions. The Chief approves his own vacations but he is
supposed to make the Mayor aware of his wherabouts at all times as well as designate an "Acting Chief" while he is on vacation. Up until recently
that was always the senior lieutenant buit niow they play favorites and appoint friends.

A little Gloucester Police Chief math at $115,000/year.
Figuring there are 5 working days/week, for a total of 260 working days/52 weekyear, Divide $115,000 by 260, and it rounds out to about $440,+ PER DAY!!!!!!!!!!,flowing to the invisible, non-responsive Chief Beaudette, out of the city treasury DAILY.(not including the other $27,700 of his $115,277.00 annual salary) WHAT A BUNCH OF SAPS, MORONS WE ARE. Thank you, Mr. Editor, for your editorial, calling for reform. I ask that all Department Heads let us know what they could do with another $400 per day. |

I'm told there has been a MAD scramble at the PD to spend down the OVERTIME budget before the end of the fiscal year, again screwing the the taxpayers as fire stations remained closed. Whatever the hell happened to the AUSTERITY PROGRAM where only emergency public safety overtime was going to be approved? Somebody's totally dropped the ball as the City's Highest Earners are gorging themselves with easy money. |

Ward2man,
Maybe it's time you change your avatar pic Budman? You might get more respect if you didn't always write as if you were half in the wrapper when you write your comments. From what I can gather from your posting, you did not like former Chief Marr or Acting Chief McLeod? What exactly was "O.K." when those two were in charge? I don't believe either of them did not report their actions to the Mayor? I also believe that they were publicly visible as others have stated. I also don't see any great love spilling over for either of them from these postings other than saying they were there to answer to their superior (i.e. the Mayor) and visible. Please correct me if I am wrong, am I missing something here from your post? We fools are "finding anything to bash him with"? I feel he is demeaning the Police Chief position by not answering to his higher authority which are the Mayor and the Public he serves. If not, can you clarify in terms of the article posted about Chief Beaudette exactly what the heck he is doing?

Has this guy overspent his budget? I haven't seen him at the council meeting begging for more money. I would prefer a department head who stays withing his
budget to one who kisses babies and politician's asses. The big question is "Why should anyone have to answer to the editor of the GD Times?".
Oh, right, Kirk, does the male half still work for the parent company of the GDT?

From what I have gathered there are 4 Lieutenants on the day shift. When the chief goes away one of them is "acting chief" and is allowed to come in on his days off to fulfill those duties, it is always the same Lt., this cost taxpayers $500 per day in overtime. Wouldn't it make sense to have that particular Lt be acting Chief when he is scheduled to work, then on his days off have one of the other 3 Lt's working be acting Chief. Oh this makes too much sense and would save taxpayers thousands per year, and Beaudette wouldn't be allowed to take care of the good ole' boys! Beaudette must be held responsible for wasting taxpayers money and filling the pockets of his friends. |

-------------------------------------- Is that because he gets the funds he requests and doesn't have his budget slashed? |

The ? should be: How much vacation time does he have and is he using more than he is entitled to. If he has the time, there should not be a problem. If the
City does not want a part-time police chief then, there is a problem, which the Mayor should address.

I'll repeat, does he stay within the budget? I'm all for getting rid of civil service, it serves nobody anymore. I also believe that the budget cuts
were even across the board, maybe his employees lucrative contracts are a bit less lucrative than Chief McKays, or maybe he manages the time off issues a bit
more effectively. Even the village idiot can see the 24 hour shifts have wrecked the overtime budget at the fire department, who signed that contract? Tobey
maybe? Gave the farm away didn't he and now he's a critic. As far as acting chief who amongst us would leave someine in charge in our absence if we
couldn't trust them? Get serious, et tu Brute?

I also believe that the budget cuts were even across the board
------------------------------------------------------------ The new fiscal year overtime budget for the police is 450,000, the GFD OT budget was slashed to 200,000. Also one paramedic has just left the department with another leaving soon. At least one and probably both positions will not be in the new fiscal year budget accounting for another120,000 reduction. I would hardly say that is even. Unexpected events such as persistant brush fires or the Lorraine apt fire strains the OT budget. Also, the GFD has been reduced by 20 positions over the years creating the need for OT to keep manning. Another situation that generates OT is when the squad is required to transport to Beverly and people have to be hired to take their place until they get back. However the city still makes money because there is an increased fee for transporting out of town. It's easy to stay within your budget when you get the amount you request and not have your budget cut. As far as lucrative contracts , if I remember correctly, most of the top earners were in the police dept. What statistics are there to show the 24 hour shift increases OT?overtime. |
