Y is right...we need to fund the CSO another way. A well analyzed debt exclusion is the way to go....hence this city will do anything but. I found the letter
deeply depressing.

No matter how well the city presents a debt exclusion, with facts and figures and pretty charts to back it all up, people won't vote for it because they
will hear OVERRIDE or tax increase and panic. It is the best solution for sure, and would have my vote, but I just don't think it will happen...

Well, nobody is talking about giving them any more. The issue is whether they get $XXX from the water and sewer rates or get $XXX from a tax override.
They're getting $XXX no matter what... mya's point is irrelevant and, likely wrong anyway. Believe it or not, I still think the idea was to get Essex residents to help pay by putting downtown street drains on the sewer bill. I screamed and yelled
