The last that I knew of the FD has been without a contract since 7 / 1 / 07. Explain please.

increases would have been visible in the FY08 budget and the variations this year wouldn't appear so incongruous. "

Actually most all the municipal and school related contracts are currently expired. GTA settled but my understanding is that the other units in the schools are
currently at the table. Again, the CC doesn't negotiate contracts, the administration does -- we aren't part of the process whatsoever as I am
CONSTANTLY reminded whenever I bring up anything to do with contract clauses at CC meetings... JG

If I'm not mistaken the last contract signed with the police ended a 4 or 5 year period that they had no contract, the city DPW workers have also gone long
periods without a signed contract so a year without a contract is not bad. The teachers seem to be the only ones that reach contract settlements in a timely
manner but their contract is negotiated with the school committee and not the mayor.
Don't blame me, I voted for Muffy.

The FD contract was settled in early calendar 2007 during FY07 so when the FY08 budget was done in May/June of that year, the amounts that were reflected by
the increases from their contract were incorporated in the new budget numbers -- the contract itself actually expired June 30th 2007. The police contracts were
settled/signed after the beginning of FY08 and the contractual increases were NOT originally included in the FY08 Budget -- which means they had to be cobbled
together from other accounts or lag money etc. -- because they weren't included in the FY08 budget process, the "appropriated" amounts that are
being compared against the FY09 budget don't include the raise that was part of the new agreement -- that contract also expired on June 30, 2007 -- if I
understand correctly it expired before it was finalized... but I might be wrong about that.... When a contract expires, it continues with the existing
conditions in place until a new contract is ratified. My point earlier was that while it may appear as if the police were granted extra increases this year,
it's because those %s are being compared against the FY08 budget number that didn't include the raises that were put in place during the year. JG

I think you missed the point. As some city departments are being put on a starvation diet, others are being served dessert. While you are correct that the Council cannot add to a Dept's budget, if you do not agree that the amount funded is adequate, you can vote it down and send it back to the Mayor. One Councilor did just that. That is the oversight responsibility of the City Council, to correct that which needs correcting. So by voting for the budget, you endorse what it contains; raises for some and cuts for others. Perhaps we all could use a "quick lesson on municipal law and the budget." |

I understand the point and my responsibilities -- however when the administration says they aren't going to raise the OT in the fire department, simply
voting down that department leaves that department completely unfunded -- I suppose we could have had a budget standoff with the Mayor -- crippling the city
completely -- or we could do our best to try to find ways to make some room for funding later in the year. You want to be upset with the council over the
budget, fine... I think you're barking up the wrong tree. Even if we had cut other departments to bring the OT up to last year's level, without the
administration's assent it would simply have cut other departments and left the money sitting on the table unappropriated. JG

And Flip -- You know how the contracts are... because of minimum manning, police control of E911 dispatch and all the other contractual elements in place, the
vast majority of that $458k in OT is contract driven
============================================ The GFD has a minimum manning clause also, yet that clause is being violated daily. You cannot say that an appropriate attempt was made to fund the GFD when their budget was cut from last years while other departments got increases. |

I also heard she made the promotion yesterday over the objections of the chief, not needed or wanted by him. They still carry a fire captain for a station
closed for twenty years so why not? And they will continue to carry a captain for Magnolia even though it is essentially closed also. The promotion in the
police department will not only cost more salary wise, it will short the department by 1 patrolman which will increase the need for overtime to replace the
vacant spot. Captain Kirk, I think we're taking on water. Just as an aside, I left my office yesterday to run an errand downtown, because of heavy traffic
I used School St as a passthrough. The street is blocked at the fire station so I asked the bloke sunning himself on the bench if there was a problem. Believe
it or not, the firemen filed a complaint with OSHA saying how dangerous it is to cross the street to get to their trucks whilst the station in being repaired,
so the chief blocked the street. I'm quite surprised there is not a police detail there to frost that cake.

I love how CC blames the Mayor and the Mayor plays dumb. This has happenned for years and the result is dwindling services particularly noted in the FD. I am just tired of people like JG pretending they are concerned about public safety when they make no stand to change anything. We need a functional FD that can serve the city 24/7/365. Not just when they have a few extra sheckels. As a taxpayer I expect this not just hope for it. So I pose to you and your buddies to do as you have been elected to and challenge the budget and demand a better funding package or shut up and continue on in your dismal attempt at petty politics. But please save the BS stories. |

--------------------------- The council passed an emergency 30 day order blocking the street in front of the station. The reason is that the apparatus is parked in the parking lot across the street while the concrete floor is being repaired in the station. It is a dangerous situation when you have firefighters running across the street at all hours of the night and day to respond to calls. There has already been one close call. Drunks driving at night and and people on cell phones might not notice people running across the street. |
