I'm not sure taking the chiefs positions out of civil service is such a good idea. If memory serves me the voters of Gloucester were the ones who voted to
put the positions into civil service 30 or 40 years ago and if the positions are going to be taken out of civil service the voters should be the ones to
decide. I'm afraid that councilor Grow is once again charging off into new directions without really thinking things out and not realizing that there are
unattended consequences that result from failure to do his homework. The fiasco he started with the health care issue for the retired teachers is a good
example of his failure to understand the consequences and thank goodness that councilor Romeo was able to straighten that out.

Retired, I agree with you 100%.
We don't need to have nationwide searches when there is plenty of qualified local people to do the job. Why don't we start at the top, change our form of government, and then have a nationwide search to see what kind of professional person we can attract to run our city on a salary of $77,500. |

The people of Gloucester put Civil Service in years ago. It is up to the people of Gloucester to put it out. Civil Service covers many areas of City
Empoyee's . It is also requires many tests for positions that become open. In my opinion it does do away with the good old boys network. I also invision a
hidden agenda on this. I see the possible appointment of a Police or Fire or Saftey Comissioner. If this does take place will we see the testing requirements
for posions go out the window? What is going to happen to the positions reached by the present city empoyee's? It seems to me that people are mixed up in
comparison to Union and cival service. The Workers Unions are there to protect workers rights and benefits. The Cival Service is there to make sure that
qualified people are hired to do the jobs in which they have to pass tests. I believe if the people or voters of Gloucester remove Civil Service , they will be
opening a Pandora's box. This includes getting rid of Police & fire Chiefs , who have worked through the various stages of Job Performances in which
they have attained. City Empoyee's are human. Police and fire empoyee's are human. They face danger everyday of their live's . City employee's
like public empoyee's need incentives on making their lives better . Incentives is what Civil Service does . For each step in life we set our goals. For
every civil service promotion they take tests. They like the public have families to support ,children to put through the now struggling economy.
