Ugly trash piles... |
Lead | |
|
Does anyone here know if Gloucester has an ordinances regarding where a property owner can place a trash pile? I'm talking about yard waste, construction
rubble (leftover stone, concrete, etc.) and the like.

LWN - call DPW and ask for Linda. If she doesn't know, ask her to find out. She runs the place.

Again LWN, it sounds as though you are talking about my neighbor...

This isn't the inbred trailer-trash neighbor-from-hell.. Sigurd... it's another neighbor. That makes two bad ones -- one genuinely certifiable, this
one only a slight nuisance. Fortunately, there are two great neighbors in addition to these two.
Two annoyances out of four ain't bad, I suppose... could be worse. Perhaps you should volunteer to clean up and dispose of the offending material, LWN? Isn't that the "neighborly" thing to do if it bugs you so
much??

Go to the city's website and look in the Code of Ordinances. It will give you a really good idea of what is and what is not allowable. Try the Rubbish and
Refuse section, Common Nuisance, or Health Code violations.
Or----- take the easy way out and call Kathy Middleton at DPW. She handles the rubbish and recycling and can probably answer your question pronto. DPW - 978 281 9785 |

Then again, we all know what a moral pile of shit you are, anyway. No doubt, you have such a trash heap leaking onto your neighbor's property as well. It is scum like you that makes Gloucester such a trying place to live in.

Code of ordinances? Who's the fucking jokester here? Look at Arnie's place nest to West Parish. It's a friggin' dump next to a grammar school.
Ordinances are not enforced this is Gloucester.

HA, some of those caddies have been there since I went to West Parish. Have you seen the dump next a few doors down from Ravenswood Park, yeah the homeonwers
are great people, but the place is a disgusting dump pit that should get a visit from a wrecking ball.

Yes Y, I am here to make you laugh and smile!
Sounds like the property next to the West Parish School is in violation of the following ordinance. Enforcement requires a call to the Building Inspector. You could also give it to your ward councillor to handle... From the Code of Ordinances Sec. 9-9. Dismantled, wrecked, etc, motor vehicles. No person in charge or in control of any real estate within the city, whether as owner, tenant, occupant, lessee or otherwise, shall allow any partially dismantled, non-operating, wrecked or junked motor vehicles to remain on his property longer than sixty (60) days, without a valid state inspection sticker issued and displayed in accordance with the requirements of the general laws of the Commonwealth. This section shall not apply to a vehicle in an enclosed building, nor to a vehicle on the property of a lawful business or farming enterprise necessary to such operation, nor to motor vehicles at the place of business of a holder of a class license under M.G.L.A. c. 140. This section shall be enforced by the building inspector or by police officers. (Ord. No. 115-1998, § I, 8-3-98) Cross reference(s)--Junk dealers, antique dealers and dealers in used goods, § 19-15 et seq. |

lwn, glad you have some decent neighbors. I have mostly great neighbors, but the terrible ones are the "proud" owners of two cesspools of
filth. I don't know what it takes to get a house condemned, but they sure must be close...I especially like the parade of scum that goes in and out
everyday, I wonder what they are coming to purchase? It's not like the cops don't know, they are there biweekly for domestic issues.

Hey Matisse that was really cute. I know the laws exist it's the enforcement that's lacking.

Just about everyone here would know who the trailer-trash neighbor is if I divulged his name. You would also know who the trash-heap neighbor is. I have a
third neighbor, one of the good ones, who you would all know. The fourth one, also a good neighbor, I don't think anyone would know.

I wish the city would enforce this one. I hate yard sale signs...
Sec. 14-8. Posting notices on utility poles, trees or public buildings. No person shall knowingly post or affix any notice, poster, or other paper or device calculated to attract the attention of the public, to any lamppost, public utility pole or shade tree, or upon any public structure or building, except as may be authorized or required by law. (Code 1970, § 10-22) Cross reference(s)--Poles and wires, § 23-75 et seq.; trees and shrubs, § 24-15 et seq. State law reference(s)--Posting notices, signs, advertisements or other things on trees prohibited, M.G.L.A. c. 87, § 9. |

Vito's sign was at the rotary for years affixed to a public utility pole (probably still is) - nobody enforced it then why now?

Funny thing, Lefty, is that my yard is one of the prettiest in the neighborhood. Complete strangers have stopped to tell me so ...
How's yours? Could you possibly be any more predictable? What a bore ... |

I know a Gloucester resident who has complained about an illegal car repair shop in a residentially-zoned neighborhood that also burns wood to heat the place,
thereby smoking out my friend on a regular basis. He has called and visited the Building Department, to no avail. Enforcement appears to be lacking, which may
be partly caused by staff reductions and reduced city services lately.
