Hmmm, interesting point. One difference between Gloucester and ports such as New Bedford and San Diego for example is that those other cities own much of their waterfront. Gloucester depends much more therefore on private property owners to maintain and upgrade their property. There has been some effort to find ways to help private owners upgrade, but no good way has been found yet. Property takings are out of the question, and anyway if you look at our track record with takings, the two Americold piers and the uplands at I4/C2 for example, those are prime examples of poor planning for the present day.
Indeed the recent investment has been incredible. Don't forget Latitude 42 1/2, the auction, Whole Foods, the pier at North Atlantic and the 11 million dollar herring boat and plant at Empire.
